Ads in Windows aren’t all that new, but Microsoft has started pushing them into the Windows 11 Start menu.
With the latest Insider builds of Windows 11, users will start seeing “recommended” ads next to recent apps.
Microsoft currently shows “pinned” apps in the Start menu above a series of “recommendations.” These recommendations typically include recently used files and apps, recently installed things, and “hints” about new features.
However, it will now include recommendations from the Microsoft Store, like ads. Even if you don’t get paid by the app developer, Microsoft still receives a cut of the apps distributed through the Store, so it’s still effectively an advertisement.

Microsoft explains in a post (via The Verge):
Based on recent enhancements such as grouping recently installed apps and viewing frequently used apps, the Start menu now has[おすすめ]We’re trying out recommendations to help you find great apps from the Microsoft Store. This is only visible to Windows Insiders in the US Beta Channel and does not apply to commercial devices (devices managed by your organization). As a reminder, we regularly try out new experiences and concepts that may never be released to Windows Insiders for feedback.[スタート]If you see this experience in your menu, please let us know what you think. We’re starting to roll this out to a small number of insiders in the beta channel initially.
Of note, this is already rolling out to some users. On Twitter/X, you’re already noticing these ads on your device.
